1304.22(b)(2) Non-Exclusion of Special Needs Children
The program does not deny program admission to any child, nor exclude
any enrolled child from program participation for a long-term period, solely
on the basis of his or her health care needs or medication requirements unless
keeping the child in care poses a significant risk to the health or safety of
the child or anyone in contact with the child and the risk cannot be
eliminated or reduced to an acceptable level through reasonable modifications
in the program’s policies, practices or procedures or by providing
appropriate auxiliary aids which would enable the child to participate without
fundamentally altering the nature of the program.
- Parents and health care providers will supply clear, thorough
instructions on how best to care for the child, in order to protect his/her
health, as well as the health of children and staff. Such instructions will be
conveyed by the Health Services Manager to all staff and maintained in the
child’s file.
- Staff will be trained in aspects of major health problems annually –
diabetes, HIV/AIDS, MS, etc (disease process and symptoms, monitoring,
emergency treatment, etc)
- Health Services Manager will coordinate health training for parents as
required.
- Staff will promote understanding of the child’s special health needs
without embarrassing or drawing attention to the child
- Confidentiality regarding the child’s health status will be maintained
at all times unless specifically waived by the parent in writing.
