SUBJECT: Program Computer Usage. PERFORMANCE OBJECTIVE: Procedures are established to assure security for all computing resources including computers and networks used for program record keeping. OPERATIONAL PROCEDURE: 1. Responsible person. The ATCAA Information Services Dept. is responsible for the management of all program computing and networking resources. 2. Electronic Record Confidentiality. All children, family and staff information files stored in electronic formats are to be treated as confidential. a. Access to all electronic files is to be password protected. b. Workstations that are exposed to public traffic shall have screen-savers enabled. c. All removable-media (e.g., CDs, diskettes) copies of data files are to be stored in locked cabinets. d. All electronically transmitted copies of data files are to be encrypted. 3. Computing and Network Resources. Each center is provided with a suite of hardware and software resources. a. Any modification of the standard configuration of hardware, operating systems or utilities must be approved by the Information Services Dept. b. No device or component may be attached or otherwise introduced into the program computing and network environment without the prior written consent of the Information Services Dept. c. The Information Services Dept. shall set rules governing password characteristics, such as length, complexity, and aging. 4. Classes of Users. a. Staff Users. Each staff member is assigned a unique user name and password. b. Collaboration Staff Users. Collaboration staff members will be assigned a unique user name and password as specified in the Memorandum of Understanding pertaining to the collaboration. c. Software Application Users. User identities and passwords for application-specific software packages (e.g., Copa, Outlook, etc) will be assigned as requested by the software application owner: i. Copa for Teachers: Educational Services Manager ii. Copa for Family Advocates: Family Services Manager: iii. Email and Office applications: Information Services Dept. d. Parent Users. Parents of children currently enrolled may be assigned a unique user name and password upon their request for usage on designated Parent Computers. Lead Center Teachers should forward such requests via a Service Request Form. e. Children Users. Currently enrolled children may use the Hatch educational computer(s) according to computer usage rules posted in the classroom. 5. Prohibitions. a. No one may use any program computer or network resource without an authorized user name. b. Authorized users may not share their user name and/or password with anyone else. c. Passwords are not to be posted or easily found next to any computer. a. Installations: In order to maintain the security of the program computers and networks, it is imperative that no unauthorized hardware or software component be installed on any program computer or network device. b. Repairs: All repairs and maintenance actions must be performed by authorized personnel approved by the Information Services Dept. c. Requestors should consult one or more of the on-line software review sites in considering their request: iii. http://www.school.discovery.com/ v. www.ucc.uconn.edu/~wwwpcse/wcool.html d. The hardware or software item must be attached to the request form. The item must include all installation instructions, manuals, and installation discs as well as associated licenses. e. The Information Services Dept. will conduct a risk assessment of the requested item, including technical aspects such as compatibility, performance impact and supportability issues. Items deemed to pose moderate or higher levels of risk, such as vulnerability to viruses, excess resource consumption, or technical support requirements, will be denied. f. The Information Services Dept. may also seek guidance on the item’s appropriateness for developmental objectives: i. Age appropriateness ii. Child choice and control iii. Low entry with increasing skill complexity iv. Ease of navigation v. Realistic conceptualization vi. Realistic multimedia presentation vii. Active participation encouragement viii. Free of violence and inappropriate content ix. Intrinsic motivation x. If the Information Services Dept. approves the service request, installation will be scheduled and the requester notified.
