IN-KIND CONTRIBUTIONS AND DONATIONS

The Head Start Program is required to provide a non-federal share to match 25% of its Federal funds each year of program operation.  The majority of matching funds comes from parental donations of their time and resources that enhance the program and the education of children. The Head Start program accepts in-kind contributions in the form of goods, services, volunteer’s time and in some cases, mileage. Only items that benefit Head Start program may be claimed as in-kind. The following are examples of allowable in-kind:

*       Parent's volunteer time in the classroom: Some examples are helping with classroom activities or field trips, cleaning, or recruitment activities.

*       Parent's volunteer hours at home working with their children on specific assignments, assigned by the teacher or home visitor, that support the Head Start experience and the curriculum currently in use. Assignments must be documented and signed by the parent.

*       Parent's Volunteer hours at home preparing for classroom activities such as cut outs, making play dough, and preparing for cooking projects. 

*       Parent’s round trip time and mileage to center(s)  for center or program related business such as parent committees or Policy Council.

*       Home visits are determined to be worth $15 each visit.. (Rate set by Region IX for use of the home)

*       For Home Based programs:   parents' time spent at socialization activities and mileage to and from the activity.

*       Employees’ time outside of regular working hours if the employee is not paid for the time and it is not part of the employee’s normal duties.

*       Participation in civic and community volunteer programs, such as Watch, Smile Keeper’s Program, and others.

The Head Start program accepts cash donations. These donations are  sent directly to the  ATCAA Fiscal Department.  In lieu of cash donations, donors may purchase program supplies, materials and equipment to  donate to the program.

Contributions are tracked via:

1.       daily sign-in/out sheets from parents volunteering at the center or organized activities:

2.      separate donations of goods or services by anyone at any time,  

3.      or documented teacher assigned activities. 

When parents volunteer in the classroom or participate in an organized activity, the in-kind is recorded on the "Center In-Kind Template".  The second and third type of occasional donations or assignments is recorded on the "Head Start In-Kind Contribution Receipt/Recap Sheet".
