SUBJECT:  On-going Monitoring

PERFORMANCE OBJECTIVE:  Program operations are monitored on an on-going basis to assure that quality services are being provided to children and families and that all required regulations and standards are being met.

I.  OPERATIONAL PROCEDURES**:

      A. Formal Monitoring of Program Operations

            1.   Lead Center Teachers or designee will conduct daily health and safety checks of their centers using the Daily Health and Safety Checklist.

2. Service Area Managers will formally monitor program operations, including classrooms and home base options on a scheduled, periodic basis.  Formal Monitoring Reports of each service area are completed at least twice each year. The monitoring process includes looking at various data sources, e.g., computer records, files, expenditure reports; observing classrooms and home base options; interviewing staff and parents.  Any Health ands Safety concerns will be corrected immediately.

3.   After each monitoring cycle Service Area Managers will meet to share and analyze data from various reports, computer records, and on-site observations.  Decisions will be made as to whether strengths and findings are site specific or more systemic, and corrective action plans will be written accordingly. 

B.     Informal Monitoring of Program Operations

         All staff are responsible to continuously monitor program operations through observation, and through analysis of specific situations that might arise.  Observations are recorded on Program Observation Report forms.

C      .           Specific monitoring information is included in the Monitoring Framework,* <link> .This Framework outlines the persons responsible for carrying out and for monitoring each operational standard, including frequency, documentation, and where to find documentation.
